so I took it apart last night and cleaned the valve as suggested. put the new gasket in and there has been an improvement but the issue still has not gone away. still get the miss when trying to maintain at any speed now. maybe a bad EGR altogether?

Could be bad all together.
You can try a new one and if it does not work you can always return it.

I wish there was a better test for the EGR. the plunger on mine was working just fine even before I cleaned it up. it's so frustrating since there are no codes being thrown.
thanks for the help!

You may want to check on all the vacuum hoses. One of these a very long one feeds the reservoir sphere which also is used for the EGR actuation.

My 1994 had all rotten connectors to the TBI. Various issues with hesitation and sluggish acceleration. Trying to change the TBI this week and replacing EGR and all sensors at the same time.

Not sure which model OP has exactly but some egr valves like mine are electronic instead of vacuum. If I somehow missed some info on OP's vehicle then just ignore me
