Problem with fuel pump starting on a 95 blazer

first spray a little ether in air filter box. if it starts it is a fuel delivery problem. then you need to get a fuel pressure gage to screw onto that valve. have someone turn on key and see if you get 55-60 psi for the 2 sec. pump should run. if not it sounds like the relays where swapped and had no effect. then you will have to start diag, electrical connectors. you can reach fuel pump plugs behind left rear tire over top of frame behind cover. once unplugged can drop them behind tank for easier testing. on 4 wire connector test grey(pos) black(neg) for voltage you will only have it for 2 sec. with key on and you will have to wait amin. before trying again. if no voltage or below 10 volts. test grey(pos) and a clean ground on frame. if you get voltage run a new ground to fuel pump plug. no voltage check voltage at back of relay with relay in grey wire(pos) key on for 2 sec. no voltage check orng wire relay in or out. no voltage check fuses 9 and 10 (ecm 1-ecm ) 9 should be hot all the time. 10 when key on if 10 no voltage probably ign. switch
