Are radiator plastic end tanks replaceable?

I believe that is my problem, can someone answer and confirm for me please? thanks. here is the pic? looks like a crack possibly.

By a radiator shop possibly. I dunno about tank and o-ring availability, but opening and re closing those pinch clamps.....? Personally I can see myself doing more damage with a screwdriver and vicegrips.
