Yes, the rules give a breakdown of eligibility as compared to the month a member joined. 94blueknight joined in January, has a photo gallery, and has definitely had at least 5 posts each in the past two months; therefore he is eligible for April ROTM.

I will update the list again late this evening to incorporate the new nominations/acceptances and allow for more nominations as well.
