No Power to Starter Relay

Default No Power to Starter Relay

I've got a 2003 4 door, started fine 3 times in a row, then decided it doesn't wanna start anymor. if I insert the key, and turn to accessory all the lights come on. Turn to run and the fuel pump activates and does it's thing. Turn to start and the lights dim as if it was trying to start but nothing else happens. Go to the starter relay in the engine bay fuse block, and if I jump the pins that go to the starter, the starter works. Taking a voltmeter to the ignition circuit pins reads no voltage when the key is in the start position.

Any tips tricks ideas? Just finished a head gasket job if that's helpful. I've had it on a battery charger to keep battery up I'm between

In the underhood fuse panel: With the ignition in the CRANK position, does the CRANK 10 amp fuse show battery voltage on both terminals of the fuse? (do not remove the fuse while testing)
