You completely drained the system and can now only get 1 gallon of coolant in?

I have had the same problem on my 96 4.3l blazer. Could it be that the water does not drain out of the block through the bottom hose possibly because of the thermostat being closed on a cooled engine and causing a siphon or finger on the end of a straw effect? I am going to test this right now by letting the engine warm back up and this time not letting the engine cool down as much.
---------------------------------------------------------------------------------- EDIT ----------------------------------------------------------------------------------
The temp I measured with an IR temp probe at the thermostat was showing 148 degrees and 129 degrees at the filler cap. I think the thermostat is around 150 so I maybe let it cool to much again. I did get more of the water out of it I think. Between the wifes insistance to get finished and running out of containers for the dirty fluid I seem to have lost control of the experiment. Any one who has an answer to draining a 96 Blazer 4.3l please post it.

How do you flush without removing the thermostat??? No wonder your having problems. most likely the thermostat is 190 degree.
