Default 2001 blazer wont start, several mechanics have tried and failed

Back in may the secondary air intake melted through the hose and melted parts of my wiring harness. It just stopped while I was driving, but first the dash panel started going crazy, then it started stalling and sputtering at stop lights then it just died. Wiring harness has been repaired, then I was told the wiring harness was done wrong and some wires were crossed which led to having to replace the PCM...after we replaced: Fuel filter, ICM, multiple fuses and ignition relay. NOW its been at the Chevy dealership for 2 months...they can't figure it out. The main problem is, the fuel pump is not getting power unless its done manually (what the guy said anyway) and no fuel pressure. The pump is working, they do know that. They just don't know why it's not getting power. It cranks and tries to start but dies. Any ideas?
