Default Windshield wipers

So after waiting around to get a 91 S10 Blazer off a kid, he couldnt sell. Tonight I drove about 6 hours to go get an 89 S10 Blazer Sport 2dr 4x4 4.3L and well its a pretty good vehicle and its in pretty good shape for what it is. Only needs a few minor things for inspection, the biggest being rust under the doors, but nothing a little body work wont fix. But the other problem with it right now is that the windshield wipers don't work. By don't work I mean they are stuck up on the windshield. The guy I bought it from couldn't get them to work, and when I plugged my code scanner into it, they turned on and stopped up on the windshield. And after trying for nearly 4 hours they still would not go down.

Could it just be the circuit board that goes on the electric motor? Also, the washer fluid pump doesn't work after plugging in the code scanner. It didn't work before, but someone that little Actron code scanner got them to work again, but didn't keep them working. Its really annoying! Help please! It is very much appreciated!

I bought the truck with a replacement pulse board, but its this style:

If I get the wiper motor that this fits will it mount into the stock bolt holes with no modification?

That year range just doesn't seem right... I'd check elsewhere to see what the part numbers and applications are. Buy the right part for your wiper motor.

Yeah, it seemed iffy, I just didn't know if it would plug in and bolt up. I'll track down the right part for it eventually, even if I have to order it from a dealer. I'm not really one to go get a sodering iron and soder a board like the fix suggested, haha.
