I had a similar failure in my '98 Blazer about 9 months ago. After a little research, i found that it wasn't uncommon for the gauge cluster to fail. There are several places out there that will service your cluster, basically refurbish it by replacing motors and re-soldering. I was NOT aware of that when the problem first hit my truck, and I had teh cluster replaced by my shop, and that was not cheap.
Google search should help you find a refurbisher near you. I would be willing to bet that your problem is internal to the gauge cluster, for sure.

I just fixed it today turned out the power wire going to it was exposed
And it kept popping fuses so I used heat shrink and it fixed it
