If the head stripped on the bolt I would get a fluted extractor and put it on what's left of the head before I would cut a hole in the floor pan to access the top of the tank. I know it has been done successfully in the past but that's not something I would feel confident doing myself. There's a lot of danger cutting so close to the gas tank. Just be sure you have a good idea of where the fuel lines and electrical connectors are before you start cutting.

I have decided this is beyond my doing and soon as I get $400 together my mechanic will do it for me, not that I can't do this but it's getting to cold for me to lay on the ground and I really don't wanna cut a hole in the floor.

Well I am glad I didn't rush into doing the fuel pump, I decided to pull the plenum off and found the problem, the FPR was bad, replaced it and truck runs better that it has in a long long time, thanks for the help everyone.
