12v at fuse no ground reference to battery
 

HI , I check some fuses in the underhood fuse box and found that they don't have a ground reference to the negative battery ground post or the engine block but it is referenced to the small threaded stud behind the fuse box . Please tell me what's going on ,Thank You. 1999 4 wheel drive vehicle .
