ok, we know what year your truck is, and i'm gonna assume it's an automatic, but what engine is in it? 2WD or 4WD? with you saying "S10", i'll guess again that it's a 2WD.

and just to clarify..............it'll shift from 1st into 2nd, but won't shift any further, correct?

its a 4x4 with the 4.3 tbi.. and yea it will shift from 1st to 2nd but wont go to 3rd.
Its goin to be my daily driver once i get the tranny prob fixed.

In your truck the VSS doesn't play a role in shifting. It's sole purpose is to tell the computer how fast the vehicle is rolling so it can make changes to keep the engine running properly, and it gives the computer a value to send to the speedometer.

Is the shift from 1-2 ok? If it is really delayed, then the problem would be in the throttle valve (TV) cable adjustment, which is what i'm assuming you adjusted. If the shift from 1-2 is ok, the transmission probably has internal problems. How does the fluid look? If there is a lot of band material, or if the fluid is black/brown/burnt the trans is probably toast. It is also possible that the valve body hydraulics would have a problem. Your transmission is not electronically shifted, by the way.

Another thing to make sure of, is that the trans is actually in drive. If the cable has a lot of slop, or is out of adjustment, you may actually have the transmission in 2nd gear while it displays you being in drive. Just another thing to check. Play with the little lever on the side of the trans and physically watch it shift through all the gears just to be sure
