First of all thx for all the great help from everyone!

My 91's front brakes lock up tight when on slippery stuff (ice and snow) and my backs dont seem to to anything unless im in 4wd, im assuming the drivetrain is now doing the slowing down.
I do have a small rear axle seal leak that may be part of the rears not grabbing right, but im wondering if im missing something
Fairly new parts on all wheels except drums

Proportioning valve seems to be out of adjustment. But remember, the front brakes do about 70% and rear 30% of braking. May need to change brake hoses, that has been a known factor to cause fronts to lock up.

Brand new hoses 2 months ago, needed to for state safety inspection.
Vehicle does have a high idle and the axle seal issue, so i have a pushing from the rears.
Is there a proportioning valve that goes 60/40?
