Up until about 2003 it was possible to get one through a dealer. I got one for my wife to use in my '83 LeSabre. In those days all GM vehicles used the same seat belts. I tried to get another one so we could have one in two different vehicles. By 2005 they were no longer available. You may have to try eBay.

Why? Is it for installing car seats for kids?

It's for extending the seat belt for whatever reason. Some people are of larger stature and the stock seat belts in those years didn't fit around them.
