1995 code 32 EGR valve / MAP issue

Default 1995 code 32 EGR valve / MAP issue

My old 95 4.3l vortec, (OBD 1.5) has had some slight rough idle for years, nothing major, i've replaced EGR 3 times over several years (less than 10). Now the check engine light will occasionally come on when i'm on the highway with a code 32. I replaced MAP sensor to be on safe side, still a problem. Bought another EGR and am trying to test it and the old EGR, but my voltages are completely different from what this guide (Part 1 -How To Test the GM EGR Valve -Buick, Chevy, Olds, Pontiac) says it should be. I plugged in the new and old EGR valves and got .2, 11, 11, 7, .2 volts from right to left respectively for each of the 5 wires with the key on, engine off. I'm assuming that guide is for OBD2 vehicles which are wired differently, but really aint sure and can't find any more details anywhere.

Any thoughts?
