Default Wiper problem - not the usual board issue

Hello Folks.

I have a 2000 Blazer.
Had trouble with wiper speeds on the slow/pulsing settings.
Thought it's the pulse board. Soldered first, bought aftermarket second, changed whole motor third and did order a new wiper/turn signal control arm. Problem still persists!

The problem:
If wiper is off and I switch it to any pulsed mode, it won't come on right away, it will only come on when the second wipe would start. As expected, the delay for the initial wipe is shorter on the faster pulsed settings. It comes on as soon as I set it on low/high speed.

What do you guys think? I wonder how to trouble-shoot from here. I have found a wiring diagram (see attachment).
Did measure Voltage on the electrical connector @ motor on the bottom left terminal. This changes voltage as the pulsing speed is changed. It's ranging somewhat between 10.6 and 11.6 - depending on the speed.
Where do I go from here?

If the "MIST" function and washer work immediately and simutaneously when you operate the "MIST" switch, and low and high speeds work ok, the problem is in the pulse board.
