Drum brake wrong?

Default Drum brake wrong?

97 4WD
I just bought and had the brake light on. Rear wheel cylinder leaking (pass side). Pulled drum and brake pad was off shoe and laying in the drum. Now the problem....
I think it was put together wrong by the last person. Where the hold down pin comes thru there is a disc type thing. The person who did the brakes before me had that part( the disc type thing) behind the metal bracket piece that the top spring connectss too. I would think it should be in front, so the spring for the hold down pin could sit in it. Am I correct? Does this explanation make sense?

Yea. But that shouldn't really matter. I did drums on a aerostar a few days back and didn't even have those in it. But yeah the retainer spring should sit in that thing
