I had issues with the Innovia scan tool I tried to use on my '95 as well. I went to Oreilly and used their Autoxray Codescout 2500 and was able to pull codes. The Innovia acted as though there was no connection to the vehicle. It was the Innovia 3100, though. Mine is the fully obdII compliant model with the computer on the coolant reservoir under the hood, just didn't jive with that particular scan tool.

well the tune-up got it running pretty well, but after a test drive it has a dead miss and the check engine light is constantly flashing. Guess I'll have to find a way to get that scanned since my scanner won't recognize it.

miss is gone as well, one plug wire had not snapped on and came loose on the test drive. Check engine light is now constantly on since the miss is gone.
Think I will run it down to the local Autozone and see if they will check it for me. runs pretty good actually, except for that dreaded tacking sound coming from the flywheel area, sounds like a cracked flywheel or looses converter bolt (I hope).
I have a consistent 12kV at each plug now as well.
