Default replacing neutral safety switch, need help

97 olds bravada, in the process of replacing neutral safety switch. i pb blastered the nut on the shaft coming through the switch 2 days in advance of removing it, but still, with only a small amount of force, the shaft twisted and snapped off. next- i pulled the switch off the shaft and a metal ring with some broken plastic is stuck on the shaft. so my questions are- 1) is that metal ring stuck on the shaft something that should come off with the switch or is it some sort of retainer that needs removed? how do i remove it? 2) should i just replace that shaft? bc if its too difficult i can easily weld the lever back onto the shaft
