Default Many issues- fuel leak, rusted rear shackles...

Here is the deal. I bought this truck sight unseen off of ebay. 1996 2dr, 4x4, with the 4.3 auto, 150,000 miles, push button 4x4. (not sure I like not having a t-case shifter yet) I have a range of issues, but I need some help. I am going to start with the need to do now list. Any help would be great. Oh yea- not lifted yet.

Fuel leak- while filling the tank, at about 3/4 full I notice fuel leaking steady. Not a stream but coming out pretty fast. (tank area). I can not see it all to well do to skid plate protector thing covering the tank.
--Can I remove the skid plate with out removing the fuel tank?
--Any known typical leaks?
-- Also service engine light on- code about small leak in evaporator ( guessing gas leak has to do with this)

Rear shackle on driver side leaf spring seems to be rusting out. I read the thread that showed the "universal" shackle kit at Advance auto parts, but what do I ask for when it comes to the bushings? Or is there a better way to go for this issue?

o2 sensor has a code as well. I figure I will replace both of them at the same time. I am going to do plugs, wires, pcv, air filter, fuel filter...other?

I need to put on a hitch. Any suggestions?

My spare tire is mounted inside the truck. Any one move to the roof or else where?

sounds like you'll need a tank the evap code is probably related to it since it would not allow a vacuum to be pulled on the tank
the skid plate comes down with the tank
id get the right shackles for the truck

HELP - i just purchased a 99 LS 4x4 as a daily driver... today the "Service Engine Soon" light came on and it pulled a P0440 code. The fuel gauge wasn't working either so I went to fill up the truck and use the trip odometer as my gauge...the truck started leaking fuel exactly as mentioned above... I couldn't see much since it was after dark and didn't want to pull in the truck w/ leaking fuel into my garage. I read up on the evap code but not quite able to really narrow down what the problem could be. Thanks in advance
