Power Steering Pulley Lockup

Default Power Steering Pulley Lockup

What would cause the power steering pulley to lock up when the wheel is turned? The pulley spins freely while idling or tracking straight. The lockup causes the belt to slip around it, giving quite a good squeal...

Fluid level is fine and looks clean. The steering gets harder when the pulley locks up as would be expected, but its not as hard as not having power steering..

Ideas?

checked all lines, no kinks or leaks.

read online that the pumps are reliable its usually the bearings in the PS pumps that go out? Easy fix?
