At what mileage should I do the tune up?
it'sa 99 LT, has 81k miles on it. I do not think it had ever had a tune up done.
at which point should I do the plugs, wires, cap and rotor change?
how about O2 sensors?
any advice is great.

I'm fairly certain your owner's manual will tell you to do a tune up at 100,000 miles (or approximately 160,00kms). I've had plugs and wire last that long but never a cap and rotor. O2 sensors they also recommend changing at the same interval I believe. I wouldn't worry as much about them, though. If you do decide to change them out, just do the two in front of the cat as this might help with better mpg's (or kmpl's in your case), as in back when your vehicle was new. The back one will let you know when it is bad.
In other words, do a tune up if you feel the need. If you are having hard starts, not so great mileage, poor performance, go for it. Otherwise, you'll be fine waiting to 100,000 miles.

I bought new plugs for mine a couple of years ago when I hit 100k...maybe I'll put them in this year. I did put a new cap and rotor on when I did my LIM a year or so ago. No change in starting or mileage with the new stuff.
