Ok Heres my problem every time i switch the ignition on my wipers turn on anyone know how to remedy this short. or is it in the dash aka column?

 

I just had a 1991 cadillac brougham Come into the shop a few days ago for the same problem, It turned out to be just a faulty wiper motor.

 

You should search and read the DIY (do it yourself) article on the wiper pulse board. I opted not to try the re-solder but instead purchased a new pulse board (mounted on the wiper motor). It was brand new off ebay for about $20.00
