It is probably the circut board that controls the wipers you can fix it if you can solder or if you want they are only about $25 new search this forum for a wiper fix it tells you what to fix.

x4 on the circuit board I pulled mine out and resoldered it based on the diy post in this forums. Mine would sometimes work other times not, sometimes work then stop working during the rain. When it wouldnt work the wiper motor would make a jammed motor noise but nothing would happen, but after resoldering all is good.

Help!!! I too have a problem on my 95 with the winshield wiper, but with a twist. I checked out the "wiper fix" thread, and pulled the module with no obvious cracks seen in the modules solder connections. Here is the "twist" I speak of. I can get the wipers to work by lightly pulling on the wiper arm. I thought at first that the wipers were moving too far in their range of motion and that it was a mech. issue, but there seem to be a lot of you with "module" issues so I don't know for sure the nature of my problem.
I do not remember getting a recall notice on this issue and have had the truck since it since new. Any thoughts. Thanks

I would start by reflowing the solder connections because it doesn't cost anything to try. I'm a circuit board manufacturing process engineer and cracked solder joints are my nemesis. Depending on the size of the crack (most of which are hard to see without magnification) and the ambient temperature, resistances through the circuit can vary greatly. It could easily be that the board can provide just enough power to the motor that it needs your "help" to make it work.
Gotta get rid of variables one at a time to home in on the problem. Reflowing is the simplest, cheapest way to start.
Good Luck,
Garry
