2000 Chevy Blazer isnt engaging to 4wd

Default 2000 Chevy Blazer isnt engaging to 4wd

Hello, First time posting. I purchased a 2000 Chevy Blazer 4.3 4wd Automatic.
The issue im having is it isnt actually engaging to 4wd. The lights go normally from 2hi to 4hi, I hear the clicking from under the dash and im hearing a clicking underneath the vehicle.
Even pulled off the battery and tray to see for vacuum leaks, and my actuator is currently engaged, But when I click from 4hi to 2hi it doesnt disengage. But im not in 4hi?
My idea is maybe the cable is stuck or the Transfer case switch is seized?
Any help would greatly be appreciated.

3 button or 4 button controls? But first please read appropriate articles here and ask any questions you may have. If the 4WD light is staying on steady, then the front axle is probably not locking. Easy to check.

The 4wd switch works and its 3 button

OK - with it in 4WD and engine running (trans in park), jack up the passenger side front wheel (only) off the ground. Can you rotate the wheel by hand? If so, does the front driveshaft turn when you rotate the wheel?

So far I can turn the axle by hand. But then again it was turned off. I replaced the 4wd switch and the transfer case motor switch cause it ceased. But still nothing.

Sorry. with the weather the past couple days I just did what I could. But once it quits pouring out I'll check everything you said. Just getting discouraged Cause i thought replacing the seized transfer case motor switch would fix it. I just dont understand if theres vacuum going to the actuator. Which isnt it already in 4hi.
