New update to an old problem. Turns out the electrical plug to the vacuum actuator was loose and wasn't making a very good connection. I could wiggle the plug back and forth and the solenoid would click on and off. I believe the terminals were a bit spread apart from sticking a test light into them when checking to confirm the plug was getting power when pushing dash button. Live and learn!
