just skimmed through my photobucket a little to see if I could refresh my mind there, the hitch IS on the outside of the bumper brackets (the bumper brackets sandwiched between the hitch and the frame) and I do remember having to persuade things a little to get into place (use of a jack on the hitch and kicking the bumper)
I never measured the notch I had to make unfortunatly, just kinda eye-balled it then hit it with the torch with results that ended up basically perfect

the end plate came down at a strait "\" angle and I just basically had to make it a "L" shape to clear the bumper differences

if i have the bumper off the frame and i only slide the hitch onto the frame it fits like a glove and the sides (ears) of the hitch are not flared out

the ears of the hitch make full contact over the frame rails on each side.

now the bumper sides (ears) fit exactly over the frame rails to.

so since both the hitch sides (ears) and bumper sides (ears) are the same length apart they dont want to slide over each other if one is installed over the bumper first

if i install the hitch ears over the bumper ears they flare out
it i install the bumper ears over the hitch hitch ears then they flare out too

is this normal

just wanted to leave some info about the hitch experience

the hitch ears go in the middle of the frame and the bumper rails

the actual bumper has slots on the bottom and on the top under the rubber step that are slotted
so what you do is bust all 4 nuts and bolts per side loose and then the bumper rails you bolt to the frame and hitch rails so they are in place first

then you re-tighten those 4 bolts per side (not the ear bolts (those are already tightend) but the bumper bolts to lock the actual bumper in place after you have its placement correctly positioned

then its a piece of cake

so all is good and thanks for all the help

So, you were able to bolt the hitch off a '94 onto your '99? Good to know they will interchange.

yep that hitch worked out pretty good but another part i got did not.

i got a tire lift for the spare and the new one is about a couple inches longer and does not line up with the holes above the tire

i can get one bolt in but i sure would like to get both

probably will have to drill another hole to make me feel safe driving it.
