99 blazer fuel problems?

Default 99 blazer fuel problems?

99 blazer wont cold start unless I use starting fluid. Once it gets warm it will start easily. Did a fuel pressure check on a key on/ ignition off test the pressure will go to 60psi and then slowly go to 0. Idleing it will stay at a constant 55-57psi. As I rev it, it will go to 60psi.As soon as I turn it off it jumps from 55 to 60psi then slowly drops to 0. Dont know if its fuel pump or regulator or something else. Replaced the fuel filter 3 months ago. any help?? Ideas.....

One way to tell if it's the pump or regulator is to check the pressure at either the fuel filter, or at the pump itself. This will isolate the pump from the rest of the system. It is supposed to hold pressure after the key is off.

That sounds like a solid idea. How do you check the pressure at those locations. Will my Pressure gauge screw on at those areas.
