Default Brakes skipping 2001 blazer

My buddy has a 2001 chevy blazer
his abs light was on
he changed the abs....no light

while pressing the brake pedal the brakes would skip
i changed
front rotors pads d\r caliber still skips
changed rear rotors and pads still skips

while pressing the brake pedal you feel vibration in the pedal
does anyone know what is causing this
