Bumper Valance

Does the bumper have to to be removed to change the lower plastic valance? ('99 Blazer)

No but it makes it ALLOT easier!

I had no problem removing mine without taking the bumper off. Just go out offroading with some steep approach angles and it'll be gone in no time!
