Climate control? What is that?

Climate control? What is that?
Ok, lets start here: I own a 99 4x4 S10 Blazer and recently found out that everytime I go to use the heater(or a/c), The fan wont run. When I go to adjust the temperature, I get no response. It is either 40 degrees or 80 degrees. Will I have to replace the whole climate control panel or is there something I need to do to get it all to work?
Yes the A/C works great and so does the heater/defroster.
