fuel problem?

I just picked up a '95 blazer which is turning out to be quite a project.

I bought it off a shop that was picked it up as a parts vehicle. Turned out they needed a SCFI instead of a CPI set up. I was told it was not running when they picked it up. PO told them he replaced fuel pump. They dropped the tank to find the fuel pump was put in wrong. Reconnected pump and she started up.

I picked it up with no intake tube/air cleaner and brought it home. I installed a cheap short ram from ebay (until I can get something better) and had surging idle due to missing IAT sensor. That was replaced and it idle stopped surging.

Now when I start it up, it drives okay until I stop at a traffic light or something and it starts to sputter and backfire. Takes a few pumps on the gas pedal and it stops sputtering and evens out. Once I get going again, it seems to drive fine. There also seems to have a slight hesitation when I hit the gas but once I'm on the gas, it runs fine.

I just had the exhaust redone. PO hacked the stock system up and tried to make a dual exhaust system out of what seemed to be left over pipe from another vehicle (clamped and poorly welded). There's headers (don't know what brand) to a Flowmaster 50 with no cat and O2 sensors still hooked up. While it was on the lift, there was some gas leaking from the tank (loose clamps on the fill and vent hose) and I found that the check valve on front of the tank was removed and the opening seemed to be filled with RTV or something (couldn't really see) and there was a small leak coming from there as well. There's a hardline that's open near the hole and I'm assuming that's the line that comes from the EGR valve (??).

Don't have a scan tool so I don't have any codes. Maybe that's something I should get huh? Until I get one (or access to one) any input is greatly appreciated!

I haven't driven it much since I got it but I'm going to try driving it to work tomorrow to see how she runs in stop and go traffic. ( I juuuuust may be late for work tomorrow!)
