After many hours spent replacing perfectly good parts like vacuum lines and an actuator, I finally said 'screw it' and replaced the vacuum line where it connects to the actuator and it fixed the problem. It apparently had lost just enough of a seal to make the computer think everything was fine without an error light. It's taught me an important lesson to not overlook something I dismissed from the get go. Live and learn I guess. On a positive note I know everything about that damned electro/vacuum system now as everything has to be perfect on it to work. It has way too many things that can go wrong with it.
