Default plastic under the dash issue

This maybe normal for all blazers as my mom's blazer has the same problem. The plastic in front of the console and below the heater controls sticks out. like its missing a fastner. there is a screw on one side but no hole for a screw on the other side. This normal?

Perhaps a photo of what you're talking about would help. I don't have the same issue with my dash.
