sputtering under load with no CEL

hey there everyone im new to this site. i have a 1996 blazer and ive owned it for two years now, and last weekend i was driving on the freeway doing about 70 with the cruise control on, when all of a sudden it started to slow down so i went to push the gas pedal but it was to the floor and was still loosing power, so i pulled over and got a ride home. so i had it towed home the next day. it starts up and idles but doesnt want to rev over 3500 rpms it just sputters and it wont down shift. im not getting a check engine light so i dont know where to start. i was going to replace the fuel regulator but im not sure if that is the problem. i dont really want to spend 50 dollars for a fuel pressure tester and i hate all the mechanic shops around here. so i was wondering if anybody had an idea to what this issues is. if i let it sit over night it will start up and rev fine but after driving for 5 minutes it starts to act up again.

Take a look at the catalytic converter being clogged.

I'd check for codes anyways. I have had codes stored before, and the check engine light never lit up. Its worth checking anyways.
