Every couple days or so when I turn the key to start my blazer all the lights come on but won't kick over. It doesn't turn over at all. If I turn the key on and off over and over sometimes 10 times sometimes 30 times it will finally start to turnover and start. I originally thought it was something to do with the key ignition but it turns fine and again all the lights come on. Does that mean the starter is going?

 

Dead spot in the starter motor. We have this problem on busses at work alot. No idea why it happens but it does.
