1997 Chevy Blazer w/ tow package

I have been looking in the forums and were there is good info i cannot find where you hook up the wiring to electronic brake controller. It has the bundle of wiring at the hitch and I bought a 7 pin plug. From what I read on the forums there should the wiring under the dask for the trailer brake controlerso I am not running wiring into the engine bay and back to the plug.

Is there a specific location for the wiring or a panel I need to remove to access it? It must be on the drivers side somewhere.
