The vacuum tank inside the left front fender is a bit difficult to locate. All the comes through is the tiny hose nipple. It it between the firewall and the brake ABS module. A good light and feel will find it.
Do NOT take the inner fender liner loose hoping to find the tank....you will not...trust me..I found this out the hard way.

Mine worked without that line hooked up. A better way to troubleshoot would be to pull the battery tray and see if the cable is moving. That will tell you if its vaccuum or other.

The reservoir nipple is between the cruise control module and the ABS unit. The nipple is horizontal and points toward the engine. The reservoir is flush with the body panel and the nipple only sticks out about 3/4".

I ran into the same issue...at the end of this link I described what I did to get to that nipple. It's actually a fairly quick job to do..about 10 or 15 minutes. https://blazerforum.com/forum/engine...nowhere-75282/
