1997 Blazer 4x4 wont engage transfer case
 

Hi everyone. Im new here because im at my wits end. When I push either 4 hi or 4 lo the button flash 5 times and the transfer case will not engage. The TCCM clicks as if it wants the motor to engage but no engagement. I also tried getting codes by grounding pin 13 but all I get is all 3 buttons to light up and then they go out. Any help would be greatly appreciated.
