Should not be turning slow. Sounds shot to me. If you don't know how old the clutch is just replace it. They can go bad gradually. You can still test it by having someone turn the engine (at operateing temp) off while you watch the fan. It shouldn't make more than a turn if that. Check that wobbling by trying to rock the fan sideways. Also watch for play at the water pump. Make sure you get one that specifies for a/c.
