Default 4WD actuator cable

I have a 2000 4.3 blazer, my actuator cable is seized up preventing 4wd to engage.. I can't seem to remove cover on transfer case far enough to reach the switch to release cable from case.. Any suggestions??

the housing that the cable runs to will pull away approx 3/4 inch there is like a little ring you have to dissengage to remove it
