97 Blazer - Need Help Im out of ideas

I have a 97 Blazer 4WD it will not shift above 2nd gear and the speedometer quit working. We have switched out transmissions twice and it is doing the same thing does anyone have any idea what it might be.

What i found out

I have talked with a couple people who said they think it may be my Vehical Speed sensor we are gonna try that now
