If a spark plug is fouled out, or not firing for any reason, the injector still keeps squirting fuel, and yes, it will run rich. If this goes on too long, it will destroy the catalytic converter.
Connect a fuel pressure tester to the service port in the steel line next to the distributor, (it probably has a black plastic cap on it).
This is an image of the 1998 and newer underhood fuse panel:

Ignition OFF. Connect a jumper wire from battery positive to the fuel pump prime terminal. This will activate the fuel pump continuously. Pressure must be 60psi to 66psi, (while the pump is running). Disconnect the jumper wire and the fuel pressure must remain above 55psi for at least 10 minutes. If it passes both parts of the test, the fuel delivery system is working properly. If it fails one or both parts of the test, there's a problem that will need further testing to pinpoint. Post your results.

Yeah! Got it started, finally. Turns out it was a vacuum leak, that nasty line that is supposed to go to the canister was missing (still haven't found it), clamped the line before the tee and it started. Thanks for everyone's help.
