Default egr carbon build up

Hi, I have a 95 Blazer with a reoccurring EGR problem ( carbon build-up). I have 160,000 miles on the thing and am considering buying a remanufactured engine. Would this solve the problem of carbon build up in the EGR?

Use some seafoam but also take the egr off and clean/soak it for a bit.
