Help with 4.3 hidden bolt

I am attempting to remove the driver side head on a 2004 Blazer with a 4.3 vortex.. I thought I had performed a mirical when I removed the 13 mm inboard bolt that secured two ground wires and, apparently, part of the fuel line bracket. The bracket seems to have a second bolt, but I can't find the size of the bolt. I think I have found the bolt, but I have not been able to get a wrench to engage.

Bolt will have same size head as the one that you took out for the ground. See #15 in attached file.

If you need just a little more clearance, you can unbolt the head and move the entire head forward just a smidge (in order to access that bolt). Don't forget that head locating pins stick up, so head has to come up 1/4 inch to clear them. Then don't ding the sealing surface with the pins. Better to take exhaust manifold off and slide a thin piece of wood underneath head to protect it. Very few of the lower fuel line brackets ever get put back on. Originally the drivetrain was already in place when the body was put on the vehicle at the factory. No problem for them!

Les, Thank you very much for your information and advice. I got it off. FYI they rubbed salt in the hidden bolt move with the fuel lines obstructing a socket or box end wrench from the bolt. I found visual access by loosening the wheel well cover (whatever it is really called). From there I could work the bolt 1/8 of a turn at a time.
