No 4th gear

I got a 97 Blazer and have no fourth gear. It goes into third but I have to let off for it shift. Changed solenoids filter and fluid change. Any help would be appreciated.

Do you have to let it off to go into 4th or 3rd? If the later than you might be losing the 3/4 clutch-pack.
