Exclamation Is this normal? help with computer readyness

Well after putting a new water pump, gaskets, heads, spark plugs cables, spark plugs, rotor and cap, I've been averaging 16.8 mpg 90% city 10% highway. I've been driving in third gear because a code pops up because of the valve body problem, don't have enough cash to fix it yet.. my question is my evap is not ready(I'm in southern cali) yet will it set it self ready even if I'm driving in third or do I have to drive in overdrive? I noticed when I set the over head console on instant mileage, when I start driving from a stand still "driving like a granny" it reads 2mpg and starts going up as the speed increases is that normal? What speed does 4th gear engage at? and overdrive? Thanks for any help.
