98 Chevy Blazer LS: two pushrods are tight with no back and turn forth; when tightening down the rocker arm the pushrod move down a little into its lifter set, then the rocker arm start moving down pushing valve spring down. The torque for the rocker arm is 20 lbs. Whats going on here :icon_shrug:

The lifter is up on the profile of the cam. Nothing to worry too much about, but I would rotate the engine over until the lifters are on the came base circle (shortest part of the cam lobe) to do the final torque on the rockers.
