random choke/sputter

98 blazer 4wd auto (US) here.
while driving at random moments (speed/rpm/load irrelevant) it will seem like it missing fuel n choking it self for a split sec i release the gas pedal it comes back. had one bad enough at 70+ mph that it threw the tach and dummy light came on for 2 sec then came back online. thought bad fuel but im pretty religious on premium fuel at reliable retailers, and usage tech-ron or sea foam.

had a EVAP code pop after car wash about 1000 miles ago but that went away.
no codes currently

new (rebuilt motor) 17k ago/october16
new plugs/wire.cap,rotor, fuel filter(now K&N) with the motor swap.

my first thought is change the Filter again but is it that likely to clog that soon?

Thanks

First thing to do is a fuel pressure leak down test

so i tested the both about 11 mins
rail started @ 60psi ended at 40 out of spec
the tank/filter started at 79 ended at 62. with in limits but This seemed to be on the low side of the scale. is this a concern?

which leads me to believe its the FPR.

additionally, Is there a way to check injectors that might be stuck open allowing fuel to dribble? while im in there replacing a FPR?
besides having all the fun of pulling plugs?
