Timing a 97 4.3 engine

When you are timing a 97 model 4.3 which piston is supposed to be at TDC? I've heard #1 from a lot of people, but I've also heard that it is the #4 piston. The reason I ask is because I have had timing problems out of mine and when it was put back in time the last time the guys I had fix it put the #4 piston at TDC, and the guys who are fixing it now set the #1 piston at TDC, got it back together, and now it wont start. It started and ran fine the first time it was fixed, but went out on me again 1000 miles later. Any info would be greatly appreciated.
